One of the greatest risks in building an MLE is the rate of change in the environment.  White  papers are pouring out of the government at an enormous rate covering issues such as widening  participation, e-learning, 21st century skills etc.

There is a push for regional working between FE and HE and this will extend into schools more and  more.

Selecting technologies that will cope with these changes is critical.
