There is much written about the standards, but here you can find some useful material on  educational technology standards in general and IMS in particular.

The most useful resource is The Centre for Educational Technology Interoperability Standards  (CETIS), which can be found at  http://www.cetis.ac.uk/ and has an enormous amount of  information on the standards, and how they are being used in FE and HE.  See in particular the  briefings on the individual IMS specifications:
